I just haven’t looked at the current implementation of SAI and I assume I will want to refactor it quite a bit but a good starting point would be to write simple AIs like generic creature behavior. Things like the AI for city guards and critters. Then you can move on with scripting an entire encounter.

Most content shouldn't be scripted in the database, datadriven scripts are the worst.

You make everyone reliant on using some sort of front end tool to maintain content that quickly gets way too complex to maintain properly. You also have to maintain the tool to make sure it doesn't break when table structure changes or when new features get added. You introduce a massive amount of overhead that isn't feasible for this type of project.
