I vaguely remember creatures being set active when event quests are added/enabled

Hmm I’ll check again, until now I couldn’t find anything like that in GameEventMgr::ApplyNewEvent(), even SAI with „on game event start“ only triggers for spawned creatures

I could replace the magic numbers by enum or something but it still feels like intruding into GameEventMgr::GameEventSpawn()
