I got vps from the best companies in Iran. According to your words, I will check all the cases, now it is afternoon in Iran.
I will do a full review at the end of the night until the morning and if the problem is not solved, I will work with a new hosting

Essentially, yes. The fact that clusters are used and that VPS typically are containers (like LXC) makes it hard to determine just how much load is on the same system as yours. You could also easily be moved between different physical servers without you even noticing because the cluster handles it.

The only way to not get a shared system is if you rent a dedicated server, which could just as well be a node on a physical server acting like a physical server, and a 'regular' VM is no different from VPS as they also run on the same system as several other VMs, and most likely containers too.

The general idea though is like with anything related to IT, squeeze as much bang for your buck as possible - which most times obviously like m'dic said means lower tier will get a lower priority in certain cases.
