map transitioning seems to cause lag. usually i seen this happen with minimal clients with newer expansions.

are you hosting the game client on your vps as well, external downloads may cause slow downs on the game server if its hosted on the same spot

because right now, all i can think of is the connection being throttled or limited for some reason.
