I used to run AC on a 6core VPS with SSD and 16GB.
It kept running into server lag where the whole process would halt for 1-5 seconds.
No connection issues, same behaviour for all connected players.

55Honey also brings up a good point. vps are essentially vm on a shared server. so there is a possibility your speed and connectivity is shared with other people's vps as well. All i can suggest at this point if a restart does not resolve the "lag" issue, it may be the vps host itself really at this point.
