Spell_bonus_data doesn't effect a lot of spells and abilities.
Neither does editing spell.dbc, I've tried spell effect as well but it doesn't effect a lot of spells and abilities either.
I get that there's spells that ranges by health and other stats of course.
I haven't found any other way of doing it which makes little sense to me.
