Even if an account has expansion set to 2 in the auth database, if the server is set to expansion 0 the account will be like it has expansion 0 but it won't need updating to 1 or 2 later on and it'll just work

Ah, fair. I had just noticed in the other direction. Accounts with 0 after I increased the conf to 1 still needed changed.

Installing a module will require a new build in most cases, yes. ARAC comes to mind as an exception since I think it's entirely SQL and DBC differences.
