my current setup is i set the expansion thing in conf to 0 and set max level to 60 currently

That's an easy way to do it. It'll treat new accounts like they don't own the expansions.

If you have existing accounts before making that change, I think you need to change their expansion field in the auth database. From what I've noticed, changing that conf setting won't update existing accounts.
