It was because the taurens skeleton was so large that those mounts looked weird and had clipping issues etc with the tauren on it.

Early WoW didn’t have the resources to make “Tauren-sized” versions of each mount skeleton. So Blizzard just hard-restricted them to kodos, wolves, and later fixes.
