I don't think so, it would mean Taurens couldn't use mounts that everyone else could - unique mounts included.

It was the only restriction though. They were never locked to kodos, but I'm reading that with the addition of blood elf the mounts didn't look good with tauren and they didn't fix that until wotlk. The other race mounts were still available from release though, just locked behind reputation.

they couldn't get the normal raptors, but the pvp black raptor was fair game
no skeletal horses
no hawkstriders, except the white one from mgt

Ah crap, I'm remembering way wrong. Thank you for correcting me. They were not able to mount raptors, but it was a size/clipping issue that I'm not sure why they didn't fix right away.
