Exactly what does it say if you `apt install libmysqlclient-dev mysql-client`? I'm wondering if it actually is properly installed because it should work if so.

The Instance.ResetTimeRelativeTimestamp setting in worldserver.conf is not where you directly set how often instances reset (like every 4 hours).

That value is actually a UNIX timestamp (seconds since 1970-01-01) that represents the last calculated reset reference time. The server then uses that reference time, combined with instance-specific reset intervals (from the database), to determine when to reset instances.
