Even if the bar turns blue and you go kill stuff it won't double the XP unless you get like 1 XP from it normally. If you only have 1 XP worth of rested you can't earn more than that 1 as a bonus.

I thought it was clever because when you fill a blue bar with quest exp, it stays rested and doesnt turn purple. So you can turn in say 5 quests while blue and stuff
