You can check your chat options and enable the experience text you can see how much experience you get (compare what the quest tells you).

There may be more things but killing stuff is the main way you use it up

I know quests dont consume it, but when the bar is blue then its not double exp for quests?

No, the bar being blue means you have rested experience but it doesn't affect quest XP at all.
