And it isn't consumed by everything you do. Killing mobs it is, completing quests it isn't, exploration it isn't (like mentioned)

Also, capital city doesn't give you more rested as far as I know. An inn, like a tavern or a capital city, gives you (or should give you) rested experience at the same rate
