For it to show up in-game? Yes. For it to be given/used? Don't think so

Hey I'm a GMLevel2 and when I select my character and type .die - even with .cheat god off and .gm off - I still revive instantly back to full health and mana. This problem only happened after I was promoted to GM LEVEL 2

when i add a new mod whats the bare minimum i need to replace from my new build to the old build?

No, it doesn't mean recompile. It means build/make after running cmake and not rebuild/clean+build/recompile

Add the module(s) to the modules folder, run cmake, on windows open the project in visual studio and just hit build (not clean, not rebuild) and on linux just run make install, and that's it. It'll compile the changes (in this case the additions) and not everything. No need to waste all that time.
