like delete them and regenerate them so that they can be spawned at low levels again

That's not how NPCBots work. They don't level up, they don't "automatically generate", and they don't progress without you.

You can have what's called "wandering bots" but they are random, their level is randomized and they're moved to various locations based on that level. They can't be used at all, you can't invite them and you can't interact with them in any way. Disabling them resets them.
