NPCBot Hiring Alternatives
If you want you can also spawn an NPC which provides NPCBots hiring services. This is done normal way through .npc add command:
.npc add 70000
Right-click on the NPC will open a Gossip Menu:
There are always dudes ready to kill for money.
- I need your services
- Nevermind
Down the menu you will find a list of classes of NPCBots. After you select one, a list of NPCBots in the world available to you will appear.
Note that conditions you need to meet to hire NPCBots this way are completely the same as you would normally have, the only difference is that you don't need to go around the world to find NPCBots you need.

Well, I don't use npcbots anymore but I remember way back when I was I had this thing spawned in. I know it's there, but maybe all SQLs weren't imported for you, I don't know.

Isn't there a way to have the majority of the bots as fixed but have say 20% new bots join?

if they are all fixed, then it seems they won't be auto-generated well
