Hi, try taking a look at Amaroth's light dbc tutorials https://www.youtube.com/watch?v=omIZ9voliog (5 videos in total),as of now it is the best guide to take you through this problem (there are no well written guides on this topic), you might also want to take a look at wow dev wiki, you can find all the dbcs that control the light settings there pretty much fully described (it may be a bit complicated for you at first). https://wowdev.wiki/Category:DBC_WotLK (DB/Light.dbc ; DB/LightParams.dbc ...)

Lets take a look at Light.dbc and Light Mapper, so we are able to set up things like fog, light, skybox and so on in our maps and edits.
