No, mobs are not handled client side. They are handled server side.

ah, i must have misunderstood, i thought one of the MTL videos showcasing stromgarde said he moved the mobs into the hills nearby

Yes, im MTL Media
. I moved the mobs into the surrounding areas so that vanilla quests can still be completed around the same location. The problem is that I have my own development server where I can move and add new mobs. However that bit of the game is done through the server - these mods, are mainly terrain and environments which are implemented from each client that installs them.
