Fix quests could mean a lot of things. It all depends on what is broken and what you're trying to do

I'd assume that's a taxi being started. I don't think smart scripts can start taxis. Gossip can, so you can probably do it using that, but if there are other events during the flight, I think it would have to be a core edit. Retail is just very very broken, you'll need to do a whole lot of fixing, most of which probably can't be done using smart scripts. For some things, maybe, but probably not for the majority
