I dont even know how I would go about debugging it. I have purged *ALL* models from the area, purged *ALL* textures from the area, all that's left is literally the surroundings

All in _all_ models or in _all visible_ models? It might be an invisible model which you don't see ingame and in Noggit

That could also mean it might be related to a spawned NPC which is using the corrupt BLP file (just saw a ghoul spawned in your screenshot so it's worth mentioning i guess, would also fit to the problem because you said it's happening even with the default map)
