Whether or not they should have this flag to enable mounting if this is the normal way or not, as right now without this flag i cannot mount in custom map

It's just AreaTable flag as far as I recall

the areatable flag is for outland flying(which became normal flying in Cata), northrend uses a spell script.
Also I assume you mean flying, not just mouting.

well I thought standard mounts were AreaTable based too ♂️ I'm probably mistaken

in later clients yes, you can always mount in 3.3.5 exteriors afaik
