You'd have to make a test spell and talent to test that theyory making a 1 min spell, reduce CD by 55 sec with a passive and test it out if it's a client visual issue or not

Alright, SpellFamily 13 does not work at all for any class. CD is 2 min - Not sure how to check exactly what the core thinks my CD is..
Tooltip says 2 min and if I use the spell, the cooldown is indeed still 2 min.
