Epoch mentioned in their latest dev log they had to update their OS to win server 2022 from 2019.
Either update OS, or use an older version of TC.

Had the same problem on my machine. Either use an older version of tc, swap to Ac or update the os to a newer version. Tc made it compulsory at some point to have a specific update in server 2019 or for the os to be on 2022 for it to function. There are specific commits that call to windows functions AFAIK.
