Check the unit_flags in creature_template. Sounds like it has the pacified flag.

No, all flags are correct. unit_flags is set to 0.

Maybe it's the faction you've set it for? Made sure it's not considered a civilian? flags_extra = 2

Tried changing its faction to 16? Just to see if it starts attacking you. temp spawn a new one to test properly
