When I compare the original with the new AreaTable.dbc I can see that the Flag values were applied

No that I am not. I'm using Chromiecraft for my launcher, and I'm still new to Azerothcore, so still learning all the little things. But I believe it only takes patches from what I can find so far

Well update, my debug script detects that flying is allowed in Elwynn currently. It's just the abilities that won't allow flying with the message "You can't use that here". Progress
