Do i need to create two entries in faction.dbc ?
Servername and Treasure Goblin ?
Both with the same settings ?
How the faction_template should look like ?

I included all the info you needed to fill in and where. You should have 3 in total for faction dbc.
First one is a category(see my SS for reference; Felskorn)
2nd one is a drop down menu that stores the custom factions(SS showing 2: Server)
3rd is your custom faction( Cordana Felsong in my SS or in your case Treasure Goblin)

Also make sure any other patch you have doesn't have a faction dbc in it, it can be overwritting yours. Naming the patch to patch-z.mpq should ensure that the DBC you put in it are always used over any others.

Than sub Category like Server 1162 - parent 1161
and than the actual Treasure Goblin - parent 1162 ?
