key thing is that phases on up to wotlk are server concept client doesnt even know about it so u can make whatever logic for it

if u only need unique phases thats pretty simple change from bitmask to just regular number and u get 2^32 available phases

But the phase is for the entire map right? So if I have multiple questlines that have their own set of phases then I'd need to create all the different combinations, right?

Default implementation is on map yes but as I said it's server concept you can change it however you like it could be per quest or per area etc

it could also be per nothing....u could rewrite it so that player has array of phases to see then if player had quest x,y,z and items 1,2 he would see 17 different phases
