in playercreateinfo_skill if i recall correctly you need to add them there with the race and class

yeah i have made all mine from there so now they all start with plate if warrior or pally and all weapons unlocked

I can equip Leather using DB editing but for some reason the leather armor still show up as "red" unequippable (even though I can equip it)
