For one off, ".pet learn". For permanent on a specific pet, "pet_spell" sql table in the characters database. If you want it working for all characters etc, depends on the pet type. Hunter pets use talents so talents.dbc needs update (and related ui). Warlock pets would need updates to creature_template_spell I think

It worked for me by copying the water elemental from the wizard, but it has predefined spells and they don't increase in rank, it comes out at level 60. I want my pet to be summoned at level 1 and as it levels up, the spells are added and they increase in rank.
