The files were both what I was using to test, they're the same just slightly different models from my 3.3.5a
I have just downloaded a completely fresh 3.3.5a to check it on, unmodified and yeah, same issue, must be something to do with my graphics drivers / win11 - not sure why its just this texture though!

The .m2 file had the texture flagged as not supporting alpha in the base game
Materials: 2 @ offset 14368
Material 0: Flags=0 Blend=1
Material 1: Flags=0 Blend=0
Fixed it, happy days - didn't think i'd include wotlk bug fixes as part of this mod!
