capitals like stormwind are wmo's so i guess with blender?

It's as simple as selecting the ADTs you want to copy and using a Zone Smasher tool to build a new map for those ADTs.
Things like light data will need to be setup on the new map.
And cities often have culling hardcoded into the client for specific maps and areas, so it won't look the same on a new map.

Yes, WMOs/M2s can be edited in Blender using WoW Blender Studio. You would duplicate the WMO then edit it
