Check if right sound id is used in your creaturedisplayinfo.dbc and/or creaturemodeldata.dbc

Check if creaturesounddata.dbc has correct values.

Check if creaturesounddata.dbc values exist in soundentries.dbc and that you have the sound files in your wow patch.

Lastly, check the .m2 events
Usually the /mountspecial sound is linked with the SumAnimSeq related to A_mount_special_94. If that fd event id is too high, client can't trigger it because retail has more fidget sounds fields in creaturesounddata than wotlk.

So you'll either need to tweak one $fd event or add a $dso event

If you go to Event[17]->Timestamps->SumAnim[38]
you'll see value is set to 1 and points to A_mount_special_94
meaning that when this emote is played it will also play fidget sound entry from the creaturesounddata.dbc

as for the model you are using :Monk_Xuen_Low.M2

A_mount_special_94 is SumAnim[44]
there is only one fidget sound event $fd1 which is Event[18] but there are only 2 timestamps for SumAnim[11] and SumAnim[12]

Big chance is you are using a creature npc model and not one that is supposed to be a mount so you are missing this event .
If it's a roar sound, you can just be lazy and enable SumAnim[44]
If it's not, you have to add a new fd event to one that is unused in creaturesounddata.dbc
