are you trying to use relative paths instead of absolute? idk where in the folder that is. wow doesn't use relative paths

different thing, it does a listfile of the content within your mpq
though if you are downporting model they have file id in their texture instead of paths with the filename

I was being dumb and assuming that having no path automatically put it as same path as the .m2, not the root
