as tester said, add the -console on your wow.exe start location
then go in game and press ` , if it doesnt open try setting your keyboard to US , that worked for me.
Once the console opens, type reloadui for example to reload your interface.

right click the shortcut you use to start wow (wow.exe) then go to Target: and after ".....\wow.exe" type -console
then go ingame and press tilde ( ` )
