They are toggled on by default when they are inside an mpq, like when you put them manually in wow\interface\addons unless user already had previously desactivated that addon in his saved variables in his wtf folder.
Also, if I'm not mistaken, if user manually put a different version of that addon in his interface\addons folder, this one will be read instead of the one inside of your mpq.

So what did you mean by Archived MPQ? Cause of course, I added said addons to my patch. Locked it, gave said version to my friend, and the addons weren't appearing in said list apart from the AIO addon we use for our .LUA additions

I believe <@271350028985958408> released an MPQ that was signed, or setup in some way, which makes the AIO addon get loaded by the client while not showing up in the AddOns list.

You can do that, or you can just embed it in the FrameXML code.
