Character customisation options are in the DBC. You will have to make sure the texture is in the correct layout for use by players, which it probably should be if I remember correctly, place it in the dranei folder, and then add an option for it in the charskins.dbc or something like that, I don't remember the exact name. That will have to be included in both client and server.
