Depends, some dbcs are client only, but generally yes.

Well, DBCs are generated by the server and then distributed, so while it isn't strictly necessary for modders to upload all DBCs to the server, I'd generally say it is a good practice.<

Blizzard generates the DBCs from the server or more technically accurate, the DBCs are generated from a database that is used by the server.

I don't think so, yes sure they are generated from some database that MIGHT be partially used for the server. But there is a lot of client side only data.
