I had that error too with twilight highlands a few BLPs are bugged.
after digging into it, I found out that's because they are "horizontal" textures instead of the usual squares

I think you can cut a third? of the texture(just make it a square) and it works, haven't tried it

Most BLP viewing tools can't even load it, it works with the photoshop addon tho.

But I think it might just be that noggit deosn't support the texture type but it actually works in game ? not sure
