the problems happen with only character models that use skel fil

The issue is happening with DruidBear2.m2, which doesn't use skel files as far as I know

Right, I'm aware of the fix for broken .anim file animations. That's not the issue I'm having thought. The issue I'm having is specifically for working wotlk m2 files retroported to BC/CL
