Their names are facing downward though. I would not be surprised if this is some ugly trick--doodadsets like soup mentioned

but I'm curious if those npcs move, but can't tell. if they can move, they perhaps have some kind of hack to be able to let them do that. Can't imagine what or where it is though.
Most likely those NPCS just aren't moving though.
