I gave it some thought in the shower just now, and I think you could implement it in the same way as the text chat profanity filter.
If players mute a player frequently, consider them a less reputable voice chatter. Add a toggle in the settings to 'Automatically Mute Disreputable Players' and allow players who consistently troll or annoy to be shunned by default, with the option to either unmute specific characters, or toggle off the filter in the settings.
