I don't know how you mitigate the most common issue, which is people joining voice chat with the intent of being disruptive. I don't think it's reasonable for the average server to have strict voice moderation in addition to game moderation.

Yeah, this is what I was refering to above with the more energy you put into the "fantasy" of the game over the voice chat, the more other people engage with you

I think we're very reciprocal creatures, and if you never put yourself on the spot to look a little silly by roleplaying, you'll most likely never meet anyone who will do it either, but if you can take that first step, often people reciprocate.

It's obviously a great feature for roleplaying environments, but I don't think it fits for the average WoW experience.
