You're comparing an environment where people are opting into talking with strangers online as the primary driving force for playing, aka they are specifically looking to roleplay. In MMOs there are servers you can join to experience that just like in GTA. Most people playing an MMO wouldn't opt into it by default.

I find that when you have PVC, the quality of the conversations largely depend on how engaged you are yourself

This is a game you'd think wouldn't be roleplay incentivized, but the mere fact that you can pretend to need a medic, and increase the likelihood that a medic actually comes to revive you, is evidence that it does enhance the experience and that it adds value to the players.
