I think per m2 mesh limit is 4 lights. Like in wotlk, m2 shader permutation with highest amount of lights is 4.

isn't 8 per vertex old standard? pretty sure i've seen this limitation in morrowind for sure, and not so sure but i think in nwn too from my memory
