As for that can't tell if it was just never sniffed or if it was never used, but I don't think it is a stretch to believe it was included for testing purposes prior to cata launch

Not really. I was still pretty active during WotLK times. And I do not remember anyone using it. Also, global IDA skill level was not really high during that period.
So probably noone noticed that this opcode exists
