it's logic though, there are certain elements like footsteps type in the texture info with ground effects, it's pretty obvious they tie properties to the textures themselves

and it's not really useless, it's just that it takes a few seconds to open the game to check how the client renders them, it's not worth implementing the rendering in noggit imo especially because it needs to be 99% accurate to be useful, or it's misleading

i've analysed that footage a lot and imo the brush is not applying ground effect

if you analyse frame by frame the GEs top appear after the brush is already in the other spot, and they keep just painting with that same brush, they just enable it somehow from some other panel or setting during that footage
