Just as an FYI since I ran into this back in the day when I created a dbc -> sql converter: There are all kinds of inconsistencies inside the foreign keys in terms of sentinel values. Sometimes they use 0, other times they use -1. Then they use both, neither or they reference records that just do not exist.
If you're just interested in the relationships then this is fine. If you're interested in creating the tables and filling them with data AND you're trying to use proper constraints, then this will be a fair bit of tedious labor.

Yes that's correct, this can't be used actually for storing data with formal keys -- it's too inconsistent for that. I'm only interested in having a diagram to map the relationships, for reference when programming or editing data

non existing entries references are very common. they seem to have been cleansed later though because in classic/retail data those are now 0
