I think a project like TC easily gets to that point because there are many many different devs over 10-15 years who have contributed, standards probably have changed, and approaches to problem solving have changed as well

The problem with TC is more what Nix said than what you're suggesting. Too many people who committed stuff with issues that should have been caught in PR reviews.

Also bad code that adds functionality is better than that functionality never existing. People may argue the opposite now but emulators never used to be that functional, it was better to get stuff working
