compare to screenshot above, this is ADT 31,43, chunk 4,7. which seems to match value #7 flag 5(+1)

this is the WDL structure (those values are pretty much a full ADT)
so it seems that values = Y axis, flags = X axis and a flag is a whole chunk (16 = flag 5)

What Neo did is copy pasta the old WDL data, what the github C# tool did is simply not write it at all
